Before you replace: does your Woolwich home even have a boiler?

In parts of Woolwich, especially the newer riverside developments, the first question isn’t which boiler — it’s whether you can fit one at all. Homes at Royal Arsenal Riverside are heated by a communal district-heating network. SSE Energy Solutions (source), which runs the scheme, states that heat is delivered to each home through a Heat Interface Unit, removing the need for individual gas boilers and hot-water storage. If your flat is on the network, you can’t simply swap in an individual gas boiler — heat comes from the shared system, and changes go through the operator and your managing agent. Woolwich Exchange in the town centre is also proposed to run on a low-temperature district energy network, so communal heat is a growing local pattern.

For the many Woolwich homes that do have their own boiler — terraces, estate homes, and flats not on a heat network — a compliant replacement follows clear rules, below.

What a compliant boiler installation must include

A new gas boiler installed in an existing dwelling in England has to meet the Boiler Plus standard. The GOV.UK Boiler Plus factsheet (source) sets a minimum 92% ErP efficiency, requires time and temperature controls, and — for a combi boiler — requires one additional energy-saving measure: flue gas heat recovery, weather compensation, load compensation, or a smart control with automation and optimisation. A quote that skips the extra combi measure isn’t Boiler Plus compliant.

Installing a new boiler must also be notified to building control. The Gas Safe Register (source) confirms that a registered engineer can notify the installation through the building-regulations notification service, so you receive a compliance certificate. And under BS 7593:2019, referenced by Part L, the system should be cleaned and flushed, dosed with corrosion inhibitor and fitted with a permanent in-line filter. Woolwich’s hard water makes that filter and scale protection genuinely worthwhile.

There’s also a carbon monoxide point. Under the 2022 alarm regulations (source), a carbon monoxide alarm must be fitted in any room used as living accommodation containing a fixed combustion appliance such as a boiler — a legal duty for landlords, and sensible for every home.

Conservation areas and flues: a real Woolwich constraint

Where the new boiler goes — and where its flue terminates — isn’t only a technical question in central Woolwich. Royal Greenwich (source) lists Woolwich, Royal Arsenal and Woolwich Common among its conservation areas, where external alterations are assessed against the character of the area. A flue terminal, external condensate run or visible pipework on a street-facing or heritage elevation may need more thought, and sometimes consent, than the same job on an ordinary rear wall. A good installer plans the flue route around both the manufacturer’s clearances and any conservation or managed-block constraints before the day of the fit — retrofitting a flue position afterwards is expensive.

In flats and managed developments, it’s also worth confirming access, working hours and any freeholder or managing-agent permissions before booking, and checking parking arrangements, as controlled parking applies in parts of central Woolwich.

Choosing the right boiler for your home

The best boiler depends on the property, not on what’s on offer. A combi suits smaller homes with one bathroom and no room for a cylinder; a system or heat-only boiler with a cylinder often serves larger homes and higher simultaneous hot-water demand better. Sizing matters as much as type — an oversized boiler wastes energy, an undersized one struggles. In older Woolwich houses a replacement quote should also check whether the existing gas pipe can supply the new appliance, where the condensate will discharge, whether the flue can terminate safely, and whether the system water needs cleaning before the warranty is registered — and moving a boiler to a new position is a bigger job than a like-for-like swap, because it can involve flue, gas pipe, condensate and making-good work. A verified engineer should size to the property and explain the trade-offs rather than fitting a default model.

A low-carbon alternative. If you’re moving away from gas rather than replacing like-for-like, the government’s Boiler Upgrade Scheme (source) offers, in England and Wales, £7,500 towards an air-to-water or ground-source heat pump, £2,500 towards an air-to-air heat pump, or £5,000 towards a biomass boiler in eligible cases. It’s installer-led through an MCS-certified installer. New-build properties are generally excluded, except eligible self-builds; social housing is excluded. Given that Woolwich’s own district-heat network is being decarbonised with heat pumps, it’s a fair option to weigh. Grant values and eligibility can change — from 21 July 2026, uplifted BUS grant values apply to eligible off-gas-grid properties (the grant for eligible heating-oil households rises from £7,500 to £9,000) — so confirm the current terms with Ofgem before relying on a figure.

Who arranges a new boiler: owner, landlord or leaseholder

For owner-occupiers and private landlords, a boiler replacement is arranged directly with a Gas Safe engineer. Landlords should note the ongoing duty that follows: the HSE (source) requires an annual gas safety check on the new appliance within 12 months and every year after, by a Gas Safe engineer, with the record kept and issued to tenants.

Leaseholders are generally responsible for their own heating system, but should check the lease before major work — Royal Greenwich (source) puts internal heating and hot-water systems with the leaseholder, while flues, shared pipework and communal plant can sit with the freeholder or managing agent. In a managed block, a new flue or condensate route usually needs sign-off. Council tenants don’t arrange their own boiler installations — heating is provided and maintained by Royal Greenwich.

Why choose a verified engineer for boiler installation in Woolwich

A boiler installation has to be right on efficiency, safety and paperwork, so every listing here is checked before it appears — identity, insurance, trading presence, Companies House where relevant, and current Gas Safe registration — and re-checked over time. Verification is the baseline for being listed, not a paid extra. You should also expect the right paperwork at handover: the Benchmark commissioning record, the building-regulations compliance certificate, warranty registration and the appliance manuals.

You deal with the engineer directly and agree the work with them. We take no commission on your installation, we don’t sell your enquiry as a lead, and page position isn’t for sale — listed businesses pay a flat monthly fee and nothing more. The workmanship guarantee shown on a listing (1, 3, 6 or 12 months) is the engineer’s own.

Boiler installation in Woolwich — FAQs

Usually not.

Those homes are heated by a communal network through a Heat Interface Unit, not an individual boiler, so you can’t simply swap one in.

Any change goes through the network operator and your managing agent.

In an existing dwelling in England, a new boiler must be at least 92% ErP efficient and have time and temperature controls.

A new combi boiler also needs one added measure — flue gas heat recovery, weather or load compensation, or a qualifying smart control.

Yes.

A Gas Safe registered engineer notifies the installation through the building-regulations service, and you receive a compliance certificate.

It can.

Woolwich, Royal Arsenal and Woolwich Common are conservation areas, so a flue or external pipework on a sensitive elevation may need extra care or consent.

A good installer plans this before the fit.

If you’re moving off gas, the Boiler Upgrade Scheme offers £7,500 towards an air-to-water or ground-source heat pump in England and Wales through an MCS-certified installer (with uplifted values for eligible off-gas-grid properties from 21 July 2026).

New-builds are generally excluded except eligible self-builds, and social housing is excluded.

Check Ofgem for the current grant, and weigh it against a like-for-like boiler.
