Choosing and installing a new boiler

The biggest decision is the type of boiler, and it should follow the home rather than the other way round:

  • Combi — heats water on demand with no cylinder, so it saves space and suits smaller homes and flats with one bathroom. Hot-water flow is limited by the incoming mains, so it can struggle to run two showers at once.
  • System — works with a hot-water cylinder, so it serves several bathrooms and higher demand, at the cost of the cylinder space.
  • Heat-only (regular) — keeps a cylinder and a cold tank, common in older homes where a full re-pipe to combi would be disruptive.

Beyond type, a good install gets the details right: sizing the boiler to the home’s heat loss and hot-water demand (an oversized boiler cycles inefficiently); flue routing and siting, which has to keep the right distance from windows, openings and boundaries; condensate disposal to a drain, run internally where possible so it doesn’t freeze in winter; and a system flush with a magnetic filter fitted on changeover, so the existing sludge and scale don’t damage the new boiler — worth it in a hard-water borough. Finally, register the boiler with the manufacturer to activate the warranty.


Safety first

A boiler burns gas, so installation is strictly regulated and the same emergency rules apply as for any gas appliance.

If you smell gas or suspect a leak. Follow the National Gas emergency steps:1 don’t smoke, use a naked flame, or use a mobile phone near the suspected leak; don’t touch electrical switches; open doors and windows; turn off the gas at the meter control handle (unless it’s in a cellar); leave; and call the National Gas Emergency Service on 0800 111 999 — free, 24/7 — from outside. Don’t return until a gas engineer gives the all-clear.

Carbon monoxide. A badly fitted or faulty boiler can produce carbon monoxide — a gas you can’t see, smell or taste. Warning signs include a lazy yellow or orange flame instead of crisp blue, soot or staining, and a pilot light that keeps blowing out;1 symptoms include headaches, dizziness, nausea and breathlessness. Fit an audible CO alarm as a backup, and if it sounds or you suspect CO, get fresh air, turn the boiler off, call 0800 111 999 and seek medical advice.

Only a Gas Safe registered engineer may install a gas boiler. The HSE requires gas work to be carried out by a Gas Safe registered engineer,2 and you can check the business and engineer on the Gas Safe Register or by asking to see their Gas Safe ID card.3

Renting? Once a boiler is installed, the landlord’s ongoing duty is an annual gas safety check every 12 months by a Gas Safe registered engineer, with a copy of the record to the tenant within 28 days, under the Gas Safety (Installation and Use) Regulations 1998.2 Council tenants don’t arrange their own boiler — report it to Hackney Council on 020 8356 3691.8


Building Regulations, Boiler Plus and sign-off

Fitting a boiler is notifiable building work, and the paperwork is part of a proper installation — not an optional extra.

Notification and the certificate. When a Gas Safe registered business installs a heat-producing appliance like a boiler, it must notify (self-certify) the installation to the local authority within 30 days, and a Building Regulations Compliance Certificate is then issued for the property.4 Keep it safe — you’ll need it when you sell or remortgage.

Boiler Plus controls. Since April 2018, the Government’s Boiler Plus standard for England requires a new domestic gas boiler to have a minimum ErP efficiency of 92%, and every new gas or oil boiler to be fitted with time and temperature controls (at least a programmer and room thermostat); a new gas combi must also include one further energy-saving measure — flue gas heat recovery, weather compensation, load compensation, or a smart control with automation and optimisation.5 A good installer will talk you through which control suits your home.


Boilers and Hackney homes: flats, flues and hard water

A boiler installation in Hackney is shaped by the borough’s housing and water.

Flats, flues and freeholders. With Hackney’s housing strategy evidence recording 83.8% of dwellings as flats,9 a lot of installs are combi swaps in kitchen cupboards where the flue has to terminate safely on a shared wall or street frontage — and in a leasehold flat the lease and freeholder or managing agent may need to approve the work and the flue position. Some blocks run communal or district heating, where a “new boiler” isn’t an individual job at all.

Old and new stock. Period homes such as those around the 1830s De Beauvoir Square10 often involve replacing an old system boiler or a back-boiler, and in the De Beauvoir conservation area the siting of an external flue can need consent; the new flats at regeneration estates like Woodberry Down11 tend to be like-for-like replacements of modern combi or system boilers.

Hard water. Thames Water classes all its supplies as hard,6 so a flush and a magnetic filter on changeover are well worth it to protect the new heat exchanger from scale and sludge.

Who’s responsible.
