Choosing and fitting a new boiler — what’s involved

Which type? A combi makes hot water on demand with no cylinder, which suits smaller homes and flats; a system boiler with a cylinder copes better where several taps or bathrooms run at once; a heat-only (regular) boiler with a tank and cylinder is still common in larger period homes. Sizing matters as much as type — an oversized boiler wastes fuel, an undersized one leaves you short. A proper recommendation comes from a survey, not a guess: the engineer should check the mains flow rate, your hot-water demand and number of bathrooms, the gas supply size, the existing controls, the radiator and system condition, and the flue and condensate route. What the rules require. In England, Boiler Plus means a new domestic gas boiler must be at least 92% ErP efficient and fitted with time and temperature controls, and a new combi boiler must also include one additional efficiency measure — flue gas heat recovery, weather compensation, load compensation, or a smart control with automation and optimisation.1

The install done right. On a replacement, the system needs to be clean for the new boiler’s warranty — flushing or power-flushing may be needed depending on its condition — and a magnetic filter keeps sludge out afterwards. Condensate needs a reliable route with the right fall; in flats, lightwells or lower-ground homes that can mean insulating the pipe against freezing, rerouting it, or fitting a condensate pump. The flue position is checked for clearances, plume nuisance and access, alongside any freeholder, managing-agent or heritage constraints. Commissioning then covers the gas rate and combustion analysis, the safety checks, the controls setup and handover.

Certificate and warranty. Gas work on a boiler must by law be carried out by a Gas Safe registered engineer.2 The installer self-certifies that the installation meets the Building Regulations and notifies it, after which a Building Regulations Compliance Certificate is issued for the property.3 They also complete the Benchmark commissioning checklist, which most manufacturers require to validate the boiler’s warranty — and annual servicing, a clean system, filter maintenance and registering the boiler with the manufacturer keep that warranty in force.

Boiler installation in Kensington & Chelsea: flats, flues, heritage and heat networks

Is a gas boiler even the system here? Not always. RBKC runs a number of communal heat networks across the borough — serving over a hundred buildings and several thousand homes,5 so a flat on a network has a heat-interface unit rather than an individual gas boiler, and there’s no boiler to replace. Worth confirming which you have before planning anything.

Flues and flats. Flue routing and terminal position through a period façade or a lightwell shape a flat or mansion-block install, and party-wall and neighbour considerations come into play. RBKC notes that in a listed building the whole building is protected, including the interior,6 so a flue terminal or visible pipe run on a protected building — or on a conservation-area frontage, where external appearance is controlled — needs checking, and in a mansion block the freeholder or managing agent may need to agree it.

Hard water. With Thames Water’s region-wide hard water,7 a clean system, a magnetic filter and a scale-reducing measure are worth building into a new install to protect it.

Renting? A landlord who provides the boiler must keep it in safe condition and arrange an annual gas safety check by a Gas Safe registered engineer, with the Landlord Gas Safety Record given to tenants within 28 days,8 and the HSE says that record must be kept for two years.9 Council tenants should report heating problems to RBKC Housing Management on 0800 137 111.10

Getting to you. The whole borough is inside the London ULEZ,11 and RBKC says there’s no uncontrolled parking anywhere in the borough.12


Safety first

If you smell gas or suspect a leak. Don’t touch any electrical switch on or off, put out any naked flames and don’t smoke, open doors and windows, and turn the gas off at the meter control valve (unless the meter is in a cellar or basement). Leave the property and call the National Gas Emergency Service on 0800 111 999 from outside, and don’t return until you’re told it’s safe.13

Carbon monoxide. The same number covers suspected carbon monoxide. The HSE warns that CO is colourless, odourless and tasteless, that any poorly-burning combustion appliance can produce it, and that warning signs include lazy yellow or orange flames instead of crisp blue, soot or staining around the appliance, a pilot light that keeps going out, and excess condensation.14 For non-emergency advice the HSE gas safety line is 0800 300 363.

Only a Gas Safe engineer. A gas boiler must by law be installed by a Gas Safe registered engineer, who self-certifies the work to the Building Regulations. Ask to see their Gas Safe ID card, and check them on the Gas Safe Register.

Carbon monoxide alarms. Installing a new boiler triggers the alarm requirement directly: Building Regulations Part J (Approved Document J) require a carbon monoxide alarm to be provided when a new or replacement fixed combustion appliance, such as a gas boiler, is installed in a dwelling — a requirement that applies regardless of tenure, owner-occupied homes included.15 In rented homes there is also a continuing duty: the Smoke and Carbon Monoxide Alarm (England) Regulations 2015, as amended from 1 October 2022, require a carbon monoxide alarm in any room used as living accommodation with a fixed combustion appliance, excluding gas cookers.16 Government guidance points to alarms meeting BS EN 50291, fitted per the manufacturer’s instructions.
