A new boiler is notifiable work: Boiler Plus and your Building Regs certificate

A boiler swap isn’t just a fitting job — it triggers two sets of rules that a good installer handles for you.

Boiler Plus. Since April 2018, a new domestic gas boiler installed in England must be at least 92% ErP efficient and fitted with time and temperature controls (a boiler interlock). Under GOV.UK’s Boiler Plus standard, a new gas combi must also include one additional measure: flue gas heat recovery, weather compensation, load compensation, or a smart control with automation and optimisation.1 Any compliant quote for a Sydenham combi will specify which measure is included.

Building Regulations notification. A new boiler is notifiable building work. The Gas Safe Register explains that the Gas Safe registered installer self-certifies the work and notifies the local authority within 30 days, after which a Building Regulations Compliance Certificate is issued for the property.2 Keep it safe — you’ll want it when you sell or remortgage. This is separate from a landlord Gas Safety Record and from the manufacturer’s Benchmark checklist.

Warranty from day one. The manufacturer’s guarantee usually depends on the installer completing the Benchmark commissioning checklist to the manufacturer’s instructions — including cleaning and inhibiting the system to BS 7593. The HHIC Benchmark scheme is explicit that failing to commission and record correctly invalidates the warranty.3

Only a Gas Safe registered engineer may install your boiler — check the ID card and the categories on it.4

Thinking about a low-carbon alternative? The Boiler Upgrade Scheme, administered by Ofgem, has been extended to 2030 and is for eligible heat pumps and biomass boilers, not gas boilers. Current Ofgem grant tiers are £7,500 for air-to-water, ground-source and water-source heat pumps, £2,500 for air-to-air heat pumps, £5,000 for biomass boilers, and a temporary £9,000 off-gas-grid heat-pump tier from 21 July 2026 to 31 March 2027. Developer new-builds are generally excluded, eligible self-builds can qualify for heat pumps, and social housing is excluded.5 Grant figures and eligibility change, so check the official page before relying on them.

A proper Sydenham boiler survey should check gas-pipe sizing, flue route, terminal position, condensate route, water pressure and flow, hot-water demand, number of bathrooms, system cleanliness, radiator sizing, controls, cupboard clearances and any freeholder or block-manager approval. Commissioning should include flushing or cleaning as required, inhibitor, a magnetic filter and scale protection where suitable, Benchmark completion and Building Regulations notification. A combi is not always suitable where mains flow is weak, multiple bathrooms are used at once, hot-water demand is high or leasehold/communal constraints limit the flue or condensate route. Clarify who is responsible for making good boxing, cupboards, flue holes, condensate runs, old cylinder removal, loft-tank removal and decorating.


Installing in Sydenham: hard water, flats, flues and the SE26 stock

Sydenham’s building mix shapes the job as much as the boiler you choose. Safety first

If you smell gas or suspect a leak, the HSE route is:9

Gas work is Gas Safe work. Installation, commissioning and the final connection of pipework to a gas boiler must be done by a Gas Safe registered engineer.4 Landlords: a new appliance must have its annual gas safety check within 12 months and be maintained thereafter.
