They must appoint someone competent to take responsibility for controlling any identified legionella risk. If a risk cannot be prevented, they must introduce a written control scheme. Where an employer has five or more employees, significant findings and the steps taken to prevent or control risk must be recorded; smaller businesses should still retain useful records as good practice and must implement any necessary controls. Records of the current risk assessment and control scheme should be retained while current and for at least two years afterwards; monitoring and inspection results should be retained for at least five years. Temperature control also has different benchmarks for different parts of a system: where it is the chosen control method, hot water is normally stored at least at 60°C and distributed to reach 50°C at outlets within one minute, or 55°C in healthcare premises, while cold water should normally remain below 20°C.210111617

Backflow. The required protection depends on the fluid, process, hydraulic conditions and assessed contamination risk — not simply on whether the premises are commercial. The Water Supply (Water Fittings) Regulations require adequate backflow protection appropriate to the highest applicable fluid category. An RPZ valve may be an appropriate category 4 solution where the application and Thames Water’s requirements allow it; an appropriately rated air-gap arrangement is a common category 5 solution. RPZ valves and other mechanical devices protecting against fluid category 4 or 5 are normally notifiable and require the water undertaker’s consent before work starts. An approved contractor cannot use the Regulation 5 exemption for a new Fluid Category 4 or 5 system: that work requires prior notification and consent. Arrangements for work on an existing high-risk system may vary by approved-contractor scheme and water undertaker, and required test or commissioning records must still be submitted.3181314Water Regs UK notification guidance

Grease. For relevant building work, Approved Document H says drainage serving kitchens in commercial hot-food premises should be fitted with a grease separator complying with BS EN 1825 and designed to the relevant standard, or use another effective means of grease removal. This is building-control guidance for the work within its scope, not a universal instruction that every existing commercial kitchen must retrospectively install the same device. Where grease equipment is installed, sizing and maintenance should reflect the actual loading, manufacturer instructions and service records rather than a universal interval.4

Commercial gas. In shops, restaurants, offices, schools, hospitals and comparable workplaces, gas work must be carried out by a Gas Safe registered engineer whose current ID card covers the specific appliance and work. Whether a commercial work category is required depends on the appliance and installation characteristics — including the type of appliance, gas consumption and pipework — rather than the premises label alone. HSE identifies factories, mines, quarries, agricultural premises, construction-site huts and sewage works as premises where the legal test is competence rather than compulsory Gas Safe registration, except in any domestic, residential or sleeping accommodation within them.125

For a suspected natural-gas leak in England, Wales or Scotland, turn off the supply if it is safe to do so, evacuate if necessary and call the National Gas Emergency Service on 0800 111 999. For LPG, call the LPG supplier or the emergency number displayed on the bulk storage vessel or meter. Do not turn the supply back on until the leak has been dealt with by a competent person.126

How commercial work is diagnosed and planned

Before a shutdown, the plumber should identify and test the incoming main, the unit isolation valve and any appliance or branch valves. If a unit stop valve does not close fully, the plumber may need to isolate farther upstream and replace or overhaul the failed valve before planned maintenance can proceed. Where boosted cold-water services are present, diagnosis can include duty and standby pump operation, pressure-vessel charge, controls and alarms. Pressure fluctuations or relief discharge can also require checks of the expansion vessel, system pressure and controls. For poor hot-water recovery or long outlet delays, checks can include storage and delivered temperatures, recovery time, peak demand, the heat source, circulation pump and return temperature, strainers, valves and scale before the water heater is condemned.

A Broadway café or takeaway may share incoming water, a soil stack or a rear drain with flats above, and commercial services may pass through residential parts of the mixed-use building. A drain or inspection chamber may be reached only through another occupier’s restricted service yard or rear loading area, so investigation may need to be coordinated around deliveries and access. The plumber should establish which units are affected, inspect accessible chambers and distinguish an undersized, bypassed or poorly maintained grease separator from a downstream shared-drain restriction before assuming that the ground-floor business owns the fault. Where the only isolation affects neighbouring units, planned out-of-hours work may be arranged, but it is not automatic and depends on access, occupants and the businesses involved. If the only customer WC or a food-service water supply is unavailable, the business may need a safe temporary arrangement or may have to restrict or stop trading until the essential facility is restored.

For food premises and occupied offices, the first visit may cover isolation, diagnosis and a temporary safe repair, while a replacement commercial water heater, specialist valve, pump, dishwasher or glasswasher component may require parts or a return shutdown. A commercial water-heater failure or poor recovery during trading hours may require temporary water arrangements, reduced demand, staged work or a planned return visit; the available option depends on hygiene needs and the system design. Dishwasher and glasswasher checks can include inlet strainers, valves, supply pressure, fill levels and scale before an appliance fault is assumed. After work, the relevant system should be recommissioned: valves reopened in a controlled sequence, joints and outlets checked under pressure, pipework flushed where appropriate, and temperature, disinfection or commissioning checks completed where the system and risk assessment require them. After a prolonged shutdown, flushing and any water-quality controls should follow the system risk assessment and applicable site procedures before normal use resumes. A planned-maintenance programme may include TMV servicing, expansion-vessel checks, booster-pump inspection, duty and standby pump checks, pressure-vessel and control checks, hot-water circulation checks and flushing of infrequently used outlets. Frequency should be set by the system risk, manufacturer instructions and previous defects rather than a universal interval. Where valves or pipe routes are altered, the asset register, valve schedule and schematic drawings should be updated where those records are maintained. Handover evidence for legionella, RPZ or TMV work should identify the device or outlet, the test result, any defects or remedial work, and the next required service or test date, with photographs and readings where relevant.

For relevant building work, Approved Document H says drainage serving a kitchen in a commercial hot-food premises should use a BS EN 1825 grease separator or another effective means of grease removal. The suitable arrangement depends on the premises, drainage design and work being carried out.4

Check the engineer’s current Gas Safe ID card for the specific appliance and work. Whether a commercial work category is needed depends on pipework size, appliance type, gas consumption and property type; the premises type alone is not conclusive. The HSE industrial-premises exception also applies in the limited premises it identifies.125

Often, where the plumber and affected occupiers can agree access and a safe shutdown window. If the isolation valve also affects neighbouring units or flats, the landlord or managing agent may need to coordinate the work first.
