Royal Greenwich treats serious hazards — sewage leaking into the home, no hot water, a carbon monoxide leak, dangerous electrics or no drinking water — as issues you can report to its Residential Services team on 020 8921 8157; for less serious issues such as water leaks or toilet and bathroom problems, give the landlord 14 days to respond before escalating.²

Housing-association tenant. Report through your own housing association’s repairs service first; the council’s regulatory route applies only if the issue is serious or unresolved.

The practical takeaway: homeowners and private landlords book directly; council, housing-association and managed-block residents check their repair route first, because paying privately for work someone else is responsible for is money you didn’t need to spend.


The rules an Eltham plumber works to

Plumbing that connects to the mains isn’t unregulated. The Water Supply (Water Fittings) Regulations 1999 set national requirements for the design, installation and materials of plumbing and fittings (Regulation 4), to prevent waste, misuse, undue consumption and contamination of the public supply, and require that certain work is notified to the water company before it begins (Regulation 5). In this area those regulations are enforced by Thames Water, whose code of practice sets out the notification and consent requirements. A straightforward way to be confident is to use a plumber on the water-industry-backed WaterSafe register and to keep any certificate you’re given.


Eltham’s homes — and how their plumbing fails

Eltham’s housing isn’t one type, and the failure patterns follow the fabric. Understanding the mechanism helps you brief the plumber and tell a one-off from a wider pipework condition.

Inter-war suburban stock (1920s–1930s). Large parts of Eltham — Well Hall, Middle Park, Horn Park, the streets around Eltham Palace — are inter-war semi-detached and terraced housing. The Progress Estate at Well Hall, a garden-suburb estate now a conservation area, is a good example of the period stock here. In homes of this age the classic issues are stopcocks and service valves that haven’t been turned in decades and have seized, tired compression joints where an olive has been over- or under-tightened, and original pipework running through cold roof voids and along external walls that is vulnerable in a freeze. In a Progress Estate or Well Hall period home, a plumber may also route a repair sympathetically to keep visible pipework and original fabric intact — worth mentioning when you book.

Lead supply pipes. Thames Water advises that homes built before 1970 may still have a lead supply pipe feeding the property, or lead in internal plumbing. Many older Eltham homes fall into that window, so a plumber may flag lead replacement as planned work — but it should never be assumed without inspection.

Newer stock. Low or weak pressure. The first check is whether it affects one tap or the whole property. A single slow tap is usually a scaled aerator or a partly-closed isolation valve, not a mains fault — a plumber checks the aerator, the local isolation valve and the nearby pipework before treating it as a supply-wide problem. Whole-property low pressure is a different diagnosis and may involve the incoming supply.

Outside taps. A domestic garden or vehicle-washing hose is typically a fluid category 3 risk that Water Regs UK says can be protected by a double check valve — best fitted on the internal supply where it’s protected from frost, alongside an accessible isolation valve and, ideally, provision to drain the tap down before winter so it doesn’t freeze and split.

Minor leaks. The method is isolate first (at the fitting’s own valve or the stop tap), photograph the source, then identify whether it’s the pipe, a valve, a trap or an appliance connection — because the fix differs for each. A weep that appears weeks after a compression repair is typically an under-tightened olive; a push-fit joint fails at its internal O-ring where the pipe end wasn’t square-cut and deburred, showing at the joint rather than mid-run.

When it’s a leak-detection job instead. If water is clearly getting in but the source is hidden — a damp patch with no visible pipe, a drop in pressure with nothing showing — that’s trace-and-access work rather than general plumbing; see Leak Detection.

Mixed-use premises. Around Eltham High Street, flats above shops and commercial units can share supply and stacks, so isolating water for a small tap or valve job may affect a neighbouring flat or shop — local isolation and a quick check of who else is on the supply matters before work starts.


Hard water across Eltham’s SE9

Eltham sits in Thames Water’s supply area, and Thames Water says all the water across its region is hard, because it passes through chalk and limestone. Thames Water says you are responsible for the waste pipes within your boundary that serve only your property, but once a drain joins a neighbour’s, crosses the boundary as a lateral drain, or becomes a public sewer, it’s usually Thames Water’s — even where it runs under a garden.
