Choosing the right boiler for the property

The best boiler depends on the building, not the brochure — and Catford’s mix of Edwardian and Victorian houses, inter-war homes and newer town-centre flats means there’s no single answer. What the law requires

Installing a boiler isn’t just a plumbing job — it’s notifiable building work, and cutting corners causes real problems when you sell.

A Gas Safe registered engineer. Only a Gas Safe registered engineer may install a gas boiler; the Gas Safe Register is the official list of those legally allowed to do it. Ask to see the seven-digit ID card before work starts.

Building Regulations notification. A boiler is a heat-producing appliance, so the local authority — here, Lewisham — must be told. Gas Safe Register explains that a registered engineer self-certifies by notifying through Gas Safe within 30 days, Gas Safe informs the local authority, and a Building Regulations Compliance Certificate is sent to the property within 10–15 working days. That certificate belongs to the property — keep it, because a buyer’s solicitor or a mortgage lender will ask for it. Installing a boiler outside this route is not legal.

Boiler Plus 2018. New gas boiler installations in England must meet the Boiler Plus standard. The government’s Boiler Plus factsheet sets a minimum seasonal efficiency of 92% ErP, requires time and temperature controls on all gas and oil boilers, and requires every new combi to include one additional efficiency measure — flue gas heat recovery, weather compensation, load compensation, or a qualifying smart control. A compliant modern install often also means upgrading the controls or adding thermostatic radiator valves.

Commissioning and warranty. On completion you should end up with the Benchmark commissioning record, the Building Regulations Compliance Certificate, the registered warranty, a controls handover and a service schedule.


The flue question — where Catford’s conservation streets bite

Every new boiler needs a flue, and its position isn’t always a free choice. If your property sits in a conservation area or is listed — check with Lewisham’s planning service — the flue is constrained. Catford’s Culverley Green conservation area, designated in 1990 around Lewisham Road and Canadian Avenue, carries Article 4 directions on specified streets that remove permitted-development rights, so more external work needs planning permission there. Preparing the system — the step that protects a new boiler

A new boiler fitted onto a dirty old system is a common reason for early problems and disputed warranty claims. Building Regulations Approved Document L states that before a new heating appliance is installed the central heating and primary hot-water circuits should be thoroughly cleaned and flushed, and that in hard-water areas suitable measures should be taken to protect against scale and corrosion, with systems prepared and commissioned to BS 7593. In practice that means a chemical clean and flush to lift out the magnetite sludge decades of corrosion leave behind, a permanent in-line filter, the correct inhibitor, and — given Thames Water confirms the whole region is hard — a scale-reducing measure. Safety first

If you smell gas or suspect a leak, follow the National Gas Emergency Service steps in order:

1. Don’t switch anything electrical on or off, don’t use a naked flame, don’t smoke, and don’t use a mobile near the suspected leak.

2. Open doors and windows if it’s safe to do so.

3. If the meter control handle is safely reachable, turn the gas off at the meter — unless the meter is in a cellar.

4. Leave the property if the smell is strong or you feel unwell.

5. Call the National Gas Emergency Service on 0800 111 999 from outside, and don’t go back in until an engineer gives the all-clear.

A correctly installed boiler is the first defence against carbon monoxide. London Fire Brigade says CO comes from boilers that are faulty, badly fitted or poorly maintained, or where flues and vents are blocked — which is exactly why a competent install and a correct flue matter — and recommends an audible CO alarm in any room with a fuel-burning appliance. If you suspect carbon-monoxide poisoning, get into fresh air and seek medical advice — contact NHS 111, or call 999 or go to A&E for severe symptoms — and report it on 0800 111 999. Landlords and tenants

Private landlords. Once a new boiler is installed the ongoing duty applies: under the Gas Safety (Installation and Use) Regulations 1998, HSE requires an annual gas safety check by a Gas Safe registered engineer within 12 months of installing a new appliance and annually after, with the record given to tenants within 28 days and kept for two years.

Tenants. A boiler replacement is the landlord’s responsibility, or the council’s in a council home.
