HSE is explicit that you should not assume an annual service inspection meets the gas safety check requirement, and that a safety check alone doesn’t amount to effective maintenance. A gas safety check is a legal compliance inspection — is the appliance safe, is combustion correct, is ventilation adequate — resulting in a Gas Safety Record. A service is maintenance: cleaning, checking efficiency and replacing worn parts.
