Coverage: SW17 — Tooting Broadway, Tooting Bec, Upper Tooting, Furzedown and the Tooting Common area — and the SW17 borders with Balham (SW12), Streatham (SW16), Earlsfield (SW18) and Colliers Wood (Merton).

What this covers: burst and leaking pipes, sudden loss of water or pressure, overflowing or seized cisterns, leaks coming through ceilings, no heating or hot water in cold weather, and making a property safe out of hours.

Not sure which page you need? If the water’s coming from a pipe you can see, start with Burst Pipes; if it’s a hidden leak you can’t trace, Leak Detection; if a drain or toilet is backing up, Blocked Drains; if you’ve lost heat or hot water with no leak, Boiler Repair.

The first 10 minutes of a plumbing emergency

Before you call anyone, the single most useful thing in a water emergency is to stop the flow. The internal stop tap may be under a sink, in a hall or service cupboard, or near the point where the supply enters; in a converted house or managed Broadway block, the only effective isolation may be a shared valve in a locked riser or plant cupboard. Do not assume one location is universal. If the valve is inaccessible or serves several occupiers, contact the freeholder, managing agent or landlord while the plumber contains what can be reached. Our guide on how to find your stop tap covers common possibilities and seized valves.

Once the water’s off: switch off the immersion heater or boiler if a leak is near it, catch what you can in buckets, and move anything valuable clear. If water is anywhere near electrics — coming through a ceiling onto a light fitting, or pooling near sockets — do not touch switches; treat it as the electrical emergency it is and keep people away from that area. That pause matters, because the next decision — who do you actually call? — depends on whose problem it is. Pay a private plumber for something that’s the water company’s or the council’s to fix and you’ve spent money you didn’t need to.

Whose emergency is it? The Tooting responsibility map

In Tooting one company covers both water and sewerage, but tenure, pipe location and building management can still change who should be called and who authorises the repair.

Water and drains. Thames Water is responsible for the water main and communication pipe up to the property boundary; the private supply pipe from the boundary into the home and internal plumbing are normally the owner’s responsibility.1 For wastewater, Thames Water maintains public sewers and public lateral drains. Each private branch remains the owner’s responsibility until it reaches the transferred public lateral drain or sewer; a symptom alone does not prove ownership.2

Are you a tenant? In mixed-tenure Tooting this is the big fork. If you’re a Wandsworth Council tenant, a plumbing emergency that’s the council’s responsibility should go through the council — out-of-hours via the Joint Control Centre on 020 8871 8999 — not a private plumber.3 Housing-association tenants report to their own registered provider; private renters should tell their landlord or agent first, whose duties are set by section 11 of the Landlord and Tenant Act 1985 — structure and exterior, and the installations for water, gas, sanitation and heating.4 The verified plumbers here are for homeowners, leaseholders and private-landlord properties.

Is it even a plumbing fault? On the low-lying ground toward the Common and Colliers Wood, it might not be. The culverted River Graveney runs through Tooting, and the Environment Agency operates a flood-warning area for the River Graveney at Tooting and Colliers Wood; after heavy rain, water in a low-lying property can be river or surface water rather than a burst in your home.5 You can check live levels and warnings with the EA, or Floodline on 0345 988 1188.

What a verified plumber does on arrival

In a genuine emergency, the realistic first goal is to identify the active feed and make safe. On arrival, the plumber checks whether the leak is on the mains cold supply, a stored-water feed, the hot-water system, a sealed heating circuit or a communal riser; isolates the nearest workable valve; checks whether a tank or heating system is still feeding the leak; and inspects the rooms or premises below for water tracking. The immediate outcome may be isolation, temporary capping or a clamp, followed by a controlled test of the remaining system.

A permanent repair is not always possible on the first visit. Concealed pipework may need formal leak detection or trace-and-access; a proprietary valve or fitting may need ordering; and drying, electrical inspection or reinstatement is normally a separate scope. Where access or authorisation is unavailable, the correct outcome is to contain the leak and document what is still required rather than force an unsafe repair.

In a flat above a Tooting Broadway shop or another flat, water may be made safe in the lower premises while the actual repair waits for access to the source flat. In a converted house, one stop valve may serve several tenancies, so the plumber may need the landlord or managing agent to coordinate a shutdown. In a managed block, a communal isolation valve may be locked in a riser or plant cupboard. Water can track along joists and services, so a ceiling stain does not prove the source is directly above.

Safety first

A water emergency is rarely dangerous on its own — but gas and carbon monoxide are.

If you smell gas, or suspect a gas leak, the National Gas Emergency Service sets out the sequence: don’t touch electrical switches on or off, use a naked flame or smoke; open doors and windows if it’s safe; turn the gas off at the meter control valve if you can reach it safely (not in a cellar); leave if the smell is strong or you feel unwell; and call 0800 111 999 from outside — free, 24/7.6

Carbon monoxide is a separate danger — colourless and odourless, and produced when a fuel-burning appliance runs badly. Warning signs can include headaches, dizziness or nausea that ease after leaving, and abnormal flame or sooty staining. The HSE strongly recommends CO alarms as a useful precaution. Choose an alarm complying with BS EN 50291 and install and maintain it according to the manufacturer’s instructions.7

Gas work must be done by a suitably qualified Gas Safe registered engineer.8 A non-registered person may carry out separate wet work, such as installing water pipes and radiators, but any work on the gas boiler itself and the final connection of water pipework to the boiler must be completed by a Gas Safe registered engineer.10 Check the engineer’s ID card and appliance categories.

Find a verified emergency plumber by district

Tooting Broadway (SW17) — flats above shops and market premises, where a leak can affect another home or a commercial ceiling and communal isolation may require managing-agent access.

Tooting Bec & Upper Tooting — houses and conversions where the plumber checks the actual pipe route, tank or mains feed and spread of damage rather than assuming the source is directly above the stain.

Furzedown & the Common edge — houses and conversions where a ceiling or floor leak may track away from its source, so the plumber checks the active feed and damage spread rather than assuming the room directly above is responsible.

The Graveney / Colliers Wood side — the lower-lying ground toward the Merton border, where after heavy rain it’s worth checking whether water is a burst or the Graveney flood-warning area under load.

If your property sits near the SW17 boundary at Balham, Streatham, Earlsfield or Colliers Wood, confirm your postcode is SW17 and within Tooting before booking.

What it costs

Emergency and out-of-hours plumbing is priced differently from booked work: you’re paying for immediate attendance, often evenings, nights or weekends, plus parts. The figures below are an editorial estimate only to help you sense-check a quote — they are not regulated rates, not market data, and not a published cost survey. Always confirm the price before work starts, and see How to Read a Plumbing Quote and the London Plumbing Costs & Compliance Guide 2026.

Emergency job (indicative)Typical range
Emergency call-out / first hour (daytime)£90–£170
Out-of-hours call-out (evening/night/weekend)£130–£250+
Stop and make safe a visible burst pipe£120–£300
Clear an emergency blockage£120–£280
Each additional hour£50–£100

Tooting is inside the London-wide Ultra Low Emission Zone, which Transport for London operates across all London boroughs; a non-compliant vehicle incurs the daily ULEZ charge.9 Tooting (SW17) sits outside the central London Congestion Charge zone. It’s reasonable to ask whether any travel or emissions charge is included in a quote.

VerifiedPlumbers is a directory that connects you with verified plumbers; it doesn’t carry out the work itself, and enquiries go directly to the plumber with no middleman fee.

Frequently asked questions

A burst or badly leaking pipe, a sudden total loss of water, water coming through a ceiling, an overflowing cistern you can’t stop, or no heating/hot water in cold weather. The first move is always the same: stop the water at the stopcock, then work out whose problem it is.

If the leak is on your side of the boundary (your supply pipe or internal pipework) it’s usually a private job. If it’s the main in the street or the pipe before your boundary, it’s Thames Water’s. A backing-up public sewer is also Thames Water’s.

For repairs that are your landlord’s responsibility, no — report to Wandsworth Council (out-of-hours 020 8871 8999) if you’re a council tenant, or to your housing association. The plumbers here are for owners, leaseholders and private-let properties.

Out of hours, a permanent repair may need parts that aren’t available or access to another flat or a communal riser. Making safe stops the damage; the finished repair and any reinstatement are usually arranged separately.

Stop the water if you can reach the correct valve. Only isolate electrical or heating controls if they can be reached safely without entering a wet area; otherwise keep clear of affected lights, sockets and equipment and treat it as an electrical emergency. Then call the plumber and, in a managed building, the landlord or managing agent.
