Service, safety check and maintenance are separate jobs

There are three separate jobs here, and the HSE draws hard lines between them.

A service is preventive maintenance on the appliance: the engineer checks combustion, cleans components where the manufacturer requires it, inspects the flue and seals, tests safe operation and confirms the boiler is burning safely and efficiently. For many homeowners it exists for one reason beyond safety — the manufacturer’s warranty. Many warranties require an annual service, logged in the Benchmark record, or the warranty may lapse.

A normal service is not the same as repairs, flushing, replacement parts, a landlord gas safety record, a full gas-pipework tightness test or a full heating-system clean unless those are specifically included. A service may uncover a fault that needs a separate repair quote, such as failed seals, poor combustion, a blocked condensate, a poor inhibitor result or an inaccessible flue terminal. The homeowner should have the Benchmark record, boiler manual, warranty documents and access to the boiler and flue terminal ready before the visit.

A good service record should show combustion readings where applicable, flue and safety checks, any safety defects or advisories, the Benchmark or service-record entry and what follow-up work is recommended.

A landlord gas safety check is a legal duty, and it is not the same thing. The Health and Safety Executive is explicit that you should not assume an annual service inspection includes all of the points required by a gas safety check, nor that carrying out a gas safety check will be sufficient to provide effective maintenance.1 A landlord must arrange the check every 12 months by a Gas Safe registered engineer, keep the record for two years, issue it to existing tenants within 28 days and to new tenants before they move in.1 A service and landlord gas safety record can be done in one visit only if the quote and paperwork clearly cover both.

Maintenance is the third thing, and it’s a continuing duty rather than an annual event. HSE states the landlord is responsible for the maintenance and repair of flues, appliances and pipework provided for tenants’ use, by a Gas Safe registered engineer, with good practice being the demonstration of regular, annual maintenance and subsequent repairs.1 A service is not a check; a check is not maintenance.

Three details often get missed:

  • The annual check does not include installation pipework. Both the Gas Safe Register and HSE recommend you ask the engineer to test the whole gas system for tightness, including the installation pipework, and to visually examine it — but that is a recommendation on top of the legal check, not part of it.2
  • A tenant’s own appliance isn’t the landlord’s to service — but the landlord remains responsible for parts of the associated installation and pipework, and for any flue it connects to.1
  • CO alarms are a separate duty. Since 1 October 2022, relevant landlords in England must provide a carbon monoxide alarm in any room used as living accommodation that contains a fixed combustion appliance, excluding gas cookers.1

Since 1 May 2026, landlords generally use Section 8 grounds rather than Section 21 for new possession routes. Gas safety compliance remains a separate legal duty and important evidence of proper management; possession-notice validity is a legal question, so use current GOV.UK guidance or legal advice rather than relying on a plumbing service page.3


Why West Wickham boilers earn their annual service

The case for servicing here is partly about the water and partly about the housing.

Hard water and the case for prevention. Thames Water states that all the water in its region is hard.4 The Drinking Water Inspectorate explains what that does inside heating equipment: scale builds on heating surfaces over time, shortening their life and reducing efficiency.5 A service is where early warning signs can be spotted before they become winter breakdowns. Safety first

If you smell gas or suspect a leak, the National Gas Emergency Service sets out what to do — call 0800 111 999, free, 24 hours:9

1. Don’t smoke or light a match, and don’t turn any electrical switch on or off.

2. Open doors and windows if it’s safe to do so.

3. Turn off the gas at the meter control valve — unless the meter is in a cellar.

4. Leave the property if the smell is strong or anyone feels unwell.

5. Call 0800 111 999 from outside.

Don’t turn the gas back on until a Gas Safe registered engineer has checked it.9

Carbon monoxide is different. CO is colourless, odourless and tasteless — you can’t see, taste or smell it — and any poorly-running fuel-burning appliance can produce it, not just a boiler.10 If a CO alarm sounds or you suspect CO: stop using all appliances and switch them off, open doors and windows, evacuate, call 0800 111 999 from outside, stay out, and seek urgent medical help — going outside doesn’t treat exposure on its own.9 A service is an important defence against CO, because it checks the combustion and flue that produce and remove it. Gas Safe Register advises fitting an audible alarm that complies with BS EN 50291, sited in line with the manufacturer’s instructions.10

Only a Gas Safe registered engineer may service or check a gas boiler. Every registered engineer carries an ID card; the reverse shows the categories of work they’re qualified for. Ask to see it, and check the back, not just the front.11
