What a compliant install involves
Boiler Plus applies when a gas boiler is installed into an existing dwelling or existing heating system in England, including a replacement boiler or a first boiler in an existing home. It requires at least 92% ErP efficiency, time and temperature controls, and — for a gas combi — one additional measure: flue-gas heat recovery, weather compensation, load compensation or a smart control featuring automation and optimisation. Initial heating systems in new dwellings are addressed through the applicable Approved Document L requirements rather than by describing Boiler Plus as universal.111
Because a boiler is a heat-producing appliance, the installation is notifiable Building Regulations work. A Gas Safe registered installer normally self-certifies and notifies the installation within 30 days so that a Building Regulations Compliance Certificate can be issued. Retain the certificate because it is useful evidence and may be requested during a sale, remortgage or property search; it is not a universal condition that must always be produced to complete a transaction.2 The primary heating circuit should be prepared in accordance with BS 7593:2019+A1:2024 and the appliance manufacturer’s instructions, using an appropriate cleaning and flushing method and inhibitor. Hard-water scale treatment is a separate decision for relevant feed-water, water-heater or combination-boiler domestic-hot-water circuits, based on the measured hardness, appliance design and manufacturer requirements; it is not one universal whole-system device.312
Before recommending a boiler, the installer should survey the heat loss, hot-water flow and simultaneous demand, gas meter capacity and working pressure, radiator and pipe sizing for the intended flow temperature, manufacturer-required service clearances, flue-terminal position and inspection access, condensate fall and frost protection, and any freeholder, Estate or planning constraints. The final specification follows those findings, not a property label such as “flat” or “large house”.
Dulwich: flues, the Estate & hard water
Two Dulwich-specific things shape a boiler install here, and both are easy to miss. The first is flue siting. Dulwich is a low-rise “suburban village” with strong heritage protection — Southwark’s Dulwich Supplementary Planning Document (adopted 2013), which covers East Dulwich, Herne Hill and Dulwich Village, is built around conserving the area’s “unique natural and historical features.”4 In a conservation-area or period home, where a new flue can go — and how visible it is — is a real design constraint, not an afterthought.
The second is unique to Dulwich: the Dulwich Estate Scheme of Management. A large part of Dulwich sits on land held by the Dulwich Estate under a Scheme of Management approved by the High Court in 1974, and for any structural change or change to a property’s external appearance — the Dulwich Estate lists boiler flues explicitly — you need the Estate’s consent (a licence) before work starts.5 Crucially, that consent is separate from and additional to local-authority planning and building control, and the Estate is clear the two approvals aren’t connected — one doesn’t guarantee the other.6 So on an Estate property, a new external flue may need Estate consent on top of Gas Safe and Building Regs. The third factor is water. Thames Water confirms that its regional supply is hard, but the installation decision must be property- and appliance-specific.7 The installer should protect the primary circuit against corrosion and debris through appropriate preparation and inhibitor, while any limescale-control measure on the fresh-water or domestic-hot-water side depends on actual hardness and the manufacturer’s instructions. Warranty consequences likewise depend on the individual warranty terms.
Safety first
A boiler install is safe when it’s done by the right person and commissioned properly — gas and carbon monoxide are the reasons it’s regulated.
If you smell gas or suspect a leak, National Gas sets out the steps: don’t touch electrical switches, light a naked flame or smoke; open doors and windows if it’s safe; turn the gas off at the meter if you can reach it safely (not in a cellar); leave if the smell is strong; and call 0800 111 999 from outside — free and 24/7.8
If carbon monoxide is suspected, stop using the appliance if this can be done safely, get everyone into fresh air and call the National Gas Emergency Service on 0800 111 999 from outside. Do not re-enter the affected building until you have received safety advice. Seek medical advice as soon as possible; call 999 for severe symptoms such as breathing difficulty, confusion, collapse or chest pain.813
Only a suitably qualified Gas Safe registered engineer may work on the boiler itself and complete the final connection of the water pipework to it. A non-registered person may undertake separate wet work, such as external radiator and pipework installation, only where that work does not open, alter or affect the appliance. The HSE states this boundary expressly.9 Ask to see the installer’s Gas Safe ID card, and keep the commissioning and Building Regulations records.
