A burst pipe is a race against water, and the order matters.
Isolate. Turn off the internal stop tap — usually under the kitchen sink, in the bathroom or near where the supply enters the property. In May 2026, burst pipes on Knights Hill in SE27 left customers across SE19, SE27 and SW16 with no water or low pressure, with Thames Water redirecting supply through the network to keep as many households on as possible.2 In February 2025, a burst affected an estimated 5,000 households across Crystal Palace and neighbouring West Norwood, Tulse Hill, Gipsy Hill and Streatham.3
The local Crystal Palace residents’ network, which says it liaises with Thames Water, attributes this to ageing pipework and the area’s topography, and reports that two large water reservoirs sit up on the ridge serving parts of South London.4 Treat that as local network context, not proof that your pipe has failed: before assuming a burst is your problem, check whether it’s the network’s. - Freeze-thaw on the ridge. On exposed high ground, pipework in a loft, garage or external boiler condensate run may be at greater risk during freezing weather, and it’s the thaw that bursts the pipe, not the freeze.
Whose pipe is it? Supply pipe vs communication pipe
A burst on the incoming water supply raises the question of who pays, and the boundary is precise.
Thames Water is responsible for maintaining and repairing its water mains and the communication pipe — the section from the main up to the property boundary, usually to the outside stop valve.6 The supply pipe — from the boundary into your home — is the property owner’s; if you have a meter, a supply-pipe leak can increase the bill, although Thames Water says you may be eligible for a leak allowance where the leak is repaired within its conditions.613 So a burst in your garden between the boundary and the house is usually yours; a burst under the pavement on the street side is Thames Water’s. Shared supply pipes can complicate this, because Thames Water says a single supply pipe serving more than one property creates joint responsibility for the shared part.
For a burst inside a rented home, the landlord’s duty applies. Section 11 of the Landlord and Tenant Act 1985 requires landlords to keep water-supply installations in repair, along with installations for gas, electricity, sanitation, space heating and water heating.12 In the private rented sector, the 1 May 2026 Renters’ Rights Act changes ended new Section 21 notices, subject to transitional limits for valid pre-1 May 2026 notices up to 31 July 2026 at latest; social-housing assured tenancies are on a later implementation timetable.
