What “general plumbing” covers — and where the lines are
General plumbing covers domestic water and waste jobs that do not require a separate specialist. Whether several jobs in one visit saves money depends on the written scope and pricing.
But some work sits over a line, and a good plumber will tell you when it does:
- The gas boiler and gas pipework. Non-registered people may carry out separate wet work such as water pipes and radiators, but work on the boiler itself, its gas connection and the final connection of water pipework to the boiler must be carried out by an engineer appropriately registered and competent for that work.7
- Electrical work near water. Part P applies to domestic electrical work, but notification is required for a new circuit, consumer-unit replacement or an addition or alteration to an existing circuit within the defined special-location zone around a bath or shower. Replacements, repairs and maintenance may be non-notifiable. Electrical installation work within Part P’s scope must satisfy Part P. Following BS 7671 is the recognised technical route for design, installation, inspection, testing and certification, although another properly demonstrated route may comply.4
- Drainage responsibility. A private drain serving only the property is normally the owner’s responsibility; transferred shared or lateral sections and public sewers are generally Thames Water’s. Identify the affected pipe rather than relying on the boundary or number of homes affected alone.6
- New water fittings. Anything installed has to comply with the Water Supply (Water Fittings) Regulations 1999 — appropriate fittings, installed in a workmanlike manner — which you can check by using a WaterSafe-registered plumber.23

First-visit checks matter. For low pressure, compare the kitchen cold tap with other outlets, inspect aerators and valves and establish whether one branch or the whole property is affected. For banging or water hammer, note which valve or appliance triggers it, check pressure, loose pipework, fast-closing valves and any arrestor before recommending a cure. A seized internal stop tap should be assessed before force is used; where replacement requires a communal shutdown, management must arrange it. For radiator-valve work, isolate or drain the necessary section, replace the valve, refill and repressurise the system, bleed air and check operation and leakage.
Worked multi-job visit. In a converted flat, the plumber first confirms whether the stop valve serves only that home or several flats, then sequences the work so the shutdown is used once: make any active leak safe, replace the seized valve, complete tap or overflow repairs, then refill gradually and test each outlet and joint. A temporary clamp or isolation may be appropriate on deteriorated pipework, but the handover should state whether a permanent section replacement is still required. Tenant-owned appliance faults remain separate from failures in landlord-controlled fixed valves, supplies or wastes.
