Why commercial plumbing isn’t just “bigger domestic”

Commercial duty holders often have additional and more formal water-safety, record-keeping and competence requirements, and the plumber you use needs the right competence for each:

  • Legionella — a business with a water system has duties under health-and-safety law to control the risk. Under the HSE’s Approved Code of Practice L8, the duty holder (the employer or whoever controls the premises) must assess the risk and, where it can’t be prevented, control it — typically appointing a competent responsible person and putting a written scheme of control in place where the assessment identifies a risk that needs controlling.1 On record-keeping, HSE is specific: if you have five or more employees you must record the significant findings; with fewer than five you don’t have to write it down, though it’s useful to.2 A simple, low-risk system may need only a basic assessment.
  • Commercial gas — the qualification an engineer needs follows the appliance, pipework size and gas rate, not just the type of building. Gas Safe is explicit that property type isn’t the sole criterion — a “domestic” boiler installed in a non-domestic building can still count as a domestic appliance, while commercial catering equipment needs the relevant commercial-catering qualification.3 So the check is that the engineer’s ID card shows the categories appropriate to the actual work.
  • Backflow — protecting the mains from contamination matters more where fluid risk is higher (catering, medical, industrial). Where a Fluid Category 4 risk is present, an RPZ valve is one recognised protection. Its installation requires prior notification to the water company and consent for the proposed work; it must then be commissioned and tested at least annually by an approved tester.4 You can find approved water-fittings businesses and RPZ testers on WaterSafe.

The common thread: on a commercial site, competence is specific to the work and must be evidenced. Directory verification does not replace checking the individual’s Gas Safe categories, RPZ tester approval or Legionella competence for the task.

First attendance and shutdown planning. For no water or low pressure, a plumber should first check the incoming stop valve, local isolation, storage or booster equipment, nearby outlets and whether neighbouring units are also affected before replacing parts. For a water heater that has flow but insufficient temperature, checks can include incoming flow, isolation, set-point and controls, scale, expansion arrangements and any visible discharge from safety devices, within the plumber’s competence; electrical or gas work must be passed to someone with the appropriate qualification. A first visit may restore service where the fault is an accessible valve, connection, control setting or replaceable stock part, while manufacturer-specific components or specialist electrical or gas faults may require parts or a qualified return visit. Before a shutdown, the affected units and essential facilities should be identified, isolation tested and a trading window agreed with the tenant, landlord, managing agent or facilities manager. Safe temporary isolation or a bypass may keep part of a premises operating, but only where the system design and authorisation allow it, backflow protection is maintained and no stagnant pipework or system-performance risk is created.

Catering waste and planned maintenance. Repeated sink or floor-drain blockages should be investigated for fat, oil, grease and food debris, ineffective strainers or grease-management equipment, restricted waste runs and whether the fault is local or in a shared stack or public sewer — not simply cleared without finding the cause. A realistic maintenance plan starts with an asset list, labelled and tested critical isolation valves, service and statutory test intervals, records of defects, response priorities and planned replacement of unreliable components.

Washrooms, testing and handover. A single blocked customer toilet may be local to the pan, trap or branch; similar symptoms at several toilets or nearby wastes point instead to a shared soil stack or downstream restriction. If staff or customer facilities must close, the site should agree temporary toilet provision and signage before work begins. On completion, supplies should be restored gradually, all disturbed joints inspected for leakage, affected outlets and appliances checked for flow, pressure, temperature and correct operation, and isolation positions or altered pipework recorded for the tenant or facilities manager.


Welling’s commercial premises

Welling is classed as a District town centre in Bexley’s town-centres strategy, built around a long, linear High Street on the A207 (the historic Watling Street). The strategy records a high proportion of independent businesses and a mix including convenience retail, restaurants and cafés, business services and other commercial uses.12 Bexley’s 2024 assessment records that Welling town-centre buildings are typically two or three storeys, identifies several circa-1930s parade buildings, and notes residential use above many ground-floor commercial units.13 In a parade building, a leak appearing in a shop ceiling may require access to the flat above and confirmation of whether the affected riser or stack is private or communal. Restricted rear or service-yard access, or work through an occupied retail unit, may also require coordination around trading hours. One planning point: since 10 December 2025, Bexley’s Article 4 Direction has removed specified Class MA permitted-development rights for selected Welling town-centre buildings; ordinary plumbing repairs and fit-outs are unaffected.5 Thames Water identifies the area as hard water, so scale can be relevant when assessing catering equipment, water heaters and washroom fittings.6


Compliance & safety on commercial sites

Legionella temperature control. Where the risk assessment calls for temperature control, hot water should normally be stored at 60°C and reach at least 50°C within one minute at outlets, or 55°C in healthcare premises. Cold water should be kept below 20°C, with flushing of little-used outlets as required by the written scheme and monitoring arrangements.7

Scalding and TMVs. Because storing hot water hot creates a scald risk, premises must assess it. HSE’s position is proportionate: for most people the risk is minimal where water is delivered up to 50°C at hand-wash basins, but where vulnerable people can access baths or showers and the scald risk is significant — for example in a care home — a Type 3 thermostatic mixing valve (TMV) must be fitted to keep discharge below 44°C.7 So TMVs follow the assessed risk and the outlet, not a blanket rule.

Gas. If you smell gas at your premises, evacuate and call the National Gas Emergency Service on 0800 111 999 from outside — don’t operate switches or naked flames.8 For any commercial gas installation, service or repair, use an engineer whose Gas Safe ID card shows the categories appropriate to the appliances and pipework, and check the register.9

Mixed commercial-and-residential buildings (for example flats over shops on the High Street): the landlord’s gas duties under the Gas Safety (Installation and Use) Regulations 1998 apply to the relevant gas fittings serving that residential accommodation — annual checks on the appliances and flues provided, with records kept.10
