This is the question that decides whether you pay a private plumber or make a free call to Thames Water, and most people get it wrong because the law changed in 2011.
Since 1 October 2011, most qualifying lateral drains and formerly private shared sewers transferred to Thames Water.1 Customers remain responsible for internal waste plumbing, private drains serving only their property and sections between the building and the transferred sewer or lateral drain. The actual affected section and any exception must be identified.
Use several indicators rather than a boundary-only shortcut. Check which fixtures and gullies are affected, find the last free-flowing chamber, ask whether neighbours have the same problem and identify the failed section. Several properties affected, an overflowing road manhole or a confirmed wider incident may point to Thames Water; a single-property branch or private drain may remain the owner’s responsibility.
Why Putney blocks — and why heavy rain changes the answer
Two things make Putney’s drainage distinctive: its position on the tidal Thames and its Victorian sewers.
The riverside and the super-sewer. The Putney Embankment shaft intercepts the Putney Bridge combined-sewer overflow. Tideway’s published estimate that the connected system will stop around 95% of sewage spills into the Thames applies across the overall system, not specifically to the Putney overflow.3 Heavy rain should prompt checks for wider network involvement, but it does not establish the cause of an individual backup.
Beverley Brook and surface water.
