What a compliant installation looks like

When a boiler is installed into an existing dwelling or existing heating system in England, the government’s Boiler Plus standards apply. They set the relevant minimum boiler efficiency and control requirements, including an additional efficiency measure for a new gas combi.¹ Initial heating systems in new dwellings are assessed under the applicable Approved Document L framework rather than being described solely by Boiler Plus. At July 2026, the in-force guidance is Approved Document L Volume 1, 2021 edition incorporating 2023 amendments; the 2026 edition generally takes effect on 24 March 2027, or 24 September 2027 for relevant higher-risk building work, subject to transitional provisions.¹⁰

A boiler installation is also notifiable building work. A suitably registered Gas Safe installer normally self-certifies and notifies it through Gas Safe’s Building Regulations arrangements, after which a Building Regulations Compliance Certificate is issued.² Retain the certificate because it may be requested during conveyancing, remortgaging or property searches; it is important evidence, but a transaction is not universally dependent on producing that single document. Only a Gas Safe registered engineer may legally install a gas boiler.³

Before specifying the boiler, the survey should cover heat loss, domestic-hot-water demand and flow, gas-supply capacity, radiator and pipe sizing, service clearance, flue terminal and inspection access, and the condensate route and frost protection. The installer should then commission, balance and record the system, hand over the Benchmark commissioning record and register the warranty in accordance with the manufacturer and applicable scheme requirements.⁴ In a leasehold flat, freeholder or managing-agent approval may be needed before altering an external wall, communal flue route or shared fabric.

Choosing a boiler for Camberwell’s housing stock

Camberwell’s building stock is mixed, but property labels such as flat, terrace or large house do not determine boiler type on their own.
