One cold radiator may be trapped air, a stuck TRV or local restriction; several cold radiators can indicate balancing or circulation problems; all radiators cold may point to controls, boiler demand, pump or communal plant. The Gas Safe boundary depends on the work performed: regulated gas work, the final water connection and work affecting gas-carrying, combustion, flue or functional combustion-case elements require the relevant Gas Safe qualification, subject to the limited purely non-gas component exception described above.2
For most private residential tenancies covered by section 11 of the Landlord and Tenant Act 1985, the landlord must keep landlord-provided space-heating and water-heating installations in repair and proper working order; tenants should report the fault to the landlord or agent. Long leases, shared ownership, tenant-owned equipment and tenant-caused damage can alter the position.10 Southwark council tenants should report lost heating through the council repair service on 0800 952 4444.3 Housing-association tenants should report the fault to their association first. Water quality, sludge and scale — the Camberwell pattern
