Coverage: SW17 and the surrounding commercial streets — Tooting Broadway, Tooting High Street, Mitcham Road and Upper Tooting Road — with edges into neighbouring SW16, SW12 and SW19.
What this covers: commercial water and waste systems, taps, WCs and washrooms, water heaters and commercial boilers, TMVs where the risk assessment and user group justify them, backflow protection, specified Legionella-remedial works within the contractor’s competence, leak and drainage diagnosis, and planned or reactive maintenance.
Not sure which page you need? For a home rather than a business, use the domestic pages — General Plumbing, Boiler Repair or the full directory. Gas work requires a Gas Safe registered engineer whose ID card lists the relevant work category for the appliance, pipework size and task; the property being commercial is not the only criterion.
Costs: see What it costs ↓ for an editorial estimate.
Availability: the verified plumbers listed above set their own hours; check each contractor’s profile and agree any out-of-hours access or shutdown window before booking.
What commercial plumbing covers
Commercial work begins with a site survey rather than a generic list of fittings. The plumber identifies the incoming supply, stop valves, storage, heaters, critical outlets, drainage routes and whether services are commercial, residential or communal. Before isolation, the business, landlord and managing agent should agree who authorises the work, which units or flats will lose water, the shutdown window and how at least one toilet or essential outlet can remain available where practicable. First-visit work may be limited by locked plant rooms, access permits, specialist parts, shared services or the need for a drainage or water-hygiene contractor.
Gas work must be carried out by a Gas Safe registered engineer whose ID card lists the relevant category for the appliance, gas type, pipework and task. A commercial category is required where the actual work falls within commercial scope; the fact that the premises is a business does not by itself determine the category, and a domestic appliance in non-domestic premises may remain within a domestic work category where the actual scope permits it.7 On the water side, directory verification of identity and insurance does not by itself establish competence for Legionella monitoring, RPZ testing or every commercial installation.
Legionella, backflow and business duties
The legal Legionella duties arise through health-and-safety legislation, including the Health and Safety at Work etc. Act and COSHH; ACOP L8 provides the approved code and practical guidance.1 The duty holder is the employer or person with sufficient control of the premises or water system, and responsibilities can overlap between an occupier, landlord and managing agent. Every relevant system needs a proportionate risk assessment. Where an identified risk cannot be prevented, a written control scheme and a competent responsible person are required. Employers with five or more employees must record significant findings; smaller employers do not have the same general statutory recording threshold, although useful operational records or sector-specific duties may still apply.8 A plumber may carry out specified temperature checks, flushing, TMV servicing or remedial pipework only where competent for the assigned task and within the duty holder’s control scheme; the overall assessment and control responsibility remains with the duty holder.
Backflow protection is selected from the actual downstream use and fluid category under the Water Supply (Water Fittings) Regulations 1999.2 An RPZ valve may be appropriate up to Fluid Category 4; Fluid Category 5 normally requires a suitable air gap or break-tank arrangement. RPZ installation is normally notifiable to Thames Water and subject to its consent and testing conditions. The valve must be commissioned and compliance-tested by a competent RPZ tester at the interval required by the undertaker; Water Regs UK describes testing at least annually under the applicable conditions.9 In food premises, repeated backup should be diagnosed by checking fixtures, traps and branches, grease practices, pipe condition and whether neighbouring units are affected before specifying equipment. Section 111 of the Water Industry Act 1991 restricts discharges likely to injure the sewer or interfere with free flow, and genuine trade effluent needs Thames Water consent before discharge.1011 Specialist RPZ, TMV or Legionella-remedial work should finish with written handover records covering the task, readings or test results, defects, settings, next actions and any retest or maintenance date.
Tooting’s business premises
Tooting Broadway, the High Street, Mitcham Road and Upper Tooting Road contain mixed-use premises, including shops, market units, food and hospitality businesses, offices and flats. A business may sit below homes or share access, supplies, stacks or rear drainage. The survey should establish whether the incoming stop valve and waste routes serve only the commercial unit or also neighbouring units, who owns the relevant service media under the lease, and whether landlord, residential freeholder or managing-agent approval is needed before isolation or alteration. In an older parade unit, shared or dated services are possibilities to investigate, not assumptions about every building.
Thames Water supplies the area and publishes water-quality and hardness information by area; commercial water heaters, dishwashers, glasswashers and coffee equipment may need appliance-specific descaling or scale treatment based on the address-specific result, manufacturer instructions and maintenance history.3 Long-term flood risk varies by address and source, and business premises should use the government’s address-level flood-risk tool for river, surface-water, groundwater and reservoir risk.13 That information can inform resilience planning for ground-floor or basement premises but does not diagnose an internal plumbing or sewer fault. For example, a Broadway basement restaurant with repeated grease-related backup may share a rear drain with flats or neighbouring units: the plumber should check affected fixtures and inspection points, agree shutdown and access with the landlord, plan trading downtime or temporary toilet/water arrangements, and distinguish a unit branch fault from a shared or public-sewer problem before recommending clearance or alteration.

- Tooting Broadway & the town centre (SW17) — mixed-use premises and market units where the first checks are ownership of the supply and stack, which occupiers are affected by isolation, and whether the blockage or leak is inside one unit or in a shared route.
- Tooting High Street & Mitcham Road — food and hospitality premises where repeated kitchen backup calls for checks of traps, grease practices and dishwasher or glasswasher wastes before clearance or a planned grease-management solution. Basement or lower-ground units also need a downtime and access plan because a shared rear drain can affect trading and neighbouring flats.
- Upper Tooting Road — older parade buildings, where the actual stop valves, waste branches, rear access and shared-service boundaries should be surveyed before alteration rather than assumed.
- Premises near the Graveney corridor — ground-floor and basement units where external-drainage or flood-resilience assessment is warranted when symptoms follow heavy rainfall, alongside ordinary internal diagnosis.
- Care, nursery and similar premises — Legionella controls follow the water-system risk assessment. A Type 3 TMV is required where vulnerable users can access baths or showers and the scalding risk is significant; the label or size of a school, office or commercial building does not create a blanket TMV duty.12
What it costs
Commercial work is usually quoted per job or under a maintenance contract because scope varies. A useful planned-maintenance schedule defines response priorities and agreed access, then lists recurring checks such as isolating valves, water-heater recovery and storage temperatures, TMVs, RPZ tests where applicable, grease-management equipment, critical drainage routes, and accessible isolations for dishwashers, glasswashers, coffee machines and other appliances. It should also state which specialist work is excluded and what records will be handed over. For a longer shutdown, the quote should address alternative water, temporary toilets or phased work where practicable. The figures below are an editorial estimate only — not regulated rates, not market data, and not a published cost survey. Agree scope and price before work starts, and see How to read a plumbing quote and the London plumbing costs guide.
| Commercial job (indicative) | Typical range |
|---|---|
| Call-out / first hour (commercial) | £80–£160 |
| Small commercial repair | £90–£250 |
| TMV inspection / temperature work (risk and scope dependent) | Quoted |
| RPZ installation, commissioning or compliance testing | Quoted |
| Specified Legionella remedial works | Quoted |
| Planned / contract maintenance | Quoted |
Tooting (SW17) sits inside the London-wide Ultra Low Emission Zone (ULEZ), which Transport for London operates across every London borough (relevant for commercial vehicles and vans), but outside the central Congestion Charge zone.4 VerifiedPlumbers is a directory that connects you with verified plumbers; it doesn’t carry out the work itself.
Frequently asked questions
Yes — larger or shared systems, water-hygiene and backflow duties, commercial gas work categories, lease and access constraints, and the need to plan shutdowns make the work distinct. The plumber should also know when to refer recurring drainage to a specialist contractor or Legionella assessment and monitoring to a competent water-hygiene provider.
If you are the employer or person controlling the premises or water system, you must assess foreseeable Legionella risk. A written control scheme and competent responsible person are required where identified risk cannot be prevented; recording significant findings is a general statutory duty for employers with five or more employees, subject to any additional sector-specific requirements.
A thermostatic mixing valve limits outlet temperature. It is not automatically required in every commercial washroom. HSE guidance requires a Type 3 TMV where vulnerable users can access baths or showers and the scalding risk is considered significant. Any fitted TMV needs inspection and maintenance appropriate to the risk and manufacturer guidance.
Use Thames Water’s hardness information to confirm the position at the premises. Water heaters, dishwashers and coffee equipment may need descaling or suitable treatment after considering that result, manufacturer instructions and service history; water hardness does not create one universal compliance requirement for every commercial system.
Some contractors offer out-of-hours or planned work. Check the individual profile and agree the access, shutdown and reinstatement plan in the quote rather than assuming every listing provides it.

Why verified plumbers — not a general directory
For a business, a plumbing failure or compliance gap can disrupt trading, but different tasks require different evidence of competence. Every listing is checked before it goes live and re-verified annually for identity, trading presence, insurance and Tooting coverage. For water-fittings work, check the contractor’s relevant WaterSafe sector and scope rather than assuming every member covers every commercial task; for gas work, check the exact categories on the Gas Safe ID card.57
Profiles may be suspended or removed if credentials lapse or credible concerns are raised — see the full verification process →. There is no pay-to-play ranking and no per-enquiry middleman fee: enquiries go directly to the plumber.

Commercial plumbing in Tooting starts with identifying ownership, isolations, critical outlets, shared supplies and drainage routes before work begins. Legionella assessment and control remain with the legal duty holder; plumbers carry out specified maintenance and remedial tasks within their competence. Backflow protection, RPZ work, drainage referral, trade-effluent consent and TMV decisions all depend on the actual use and risk. The verified plumbers below cover SW17 and the businesses around it, each checked for identity, insurance and trading presence.
